William was the son of William Edward Armstrong and Mary Elizabeth Parker.
[He] was a well-known musical composer and instructor at the Forest Park University for Women in St. Louis, Missouri; Musical Director for Shurtleff College in Godfrey, Illinois, and Western Military Academy in Alton, Illinois.
He was selected as one of the solo organists for the 1904 St. Louis World’s Fair [the fair depicted in the 1944 movie Meet Me in St. Louis, starring Judy Garland].
Armstrong’s tune Hubble was published in Boston, Massachusetts, in 1916.
