Biography

William was the son of Will­iam Ed­ward Arm­strong and Ma­ry Eliza­beth Park­er.

[He] was a well-known mu­sic­al com­pos­er and in­struct­or at the For­est Park Uni­ver­si­ty for Wo­men in St. Lou­is, Mis­sou­ri; Mu­sic­al Di­rect­or for Shurt­leff Col­lege in God­frey, Il­li­nois, and West­ern Mi­li­ta­ry Aca­de­my in Al­ton, Il­li­nois.

He was se­lect­ed as one of the so­lo or­gan­ists for the 1904 St. Lou­is World’s Fair [the fair de­pict­ed in the 1944 mo­vie Meet Me in St. Lou­is, star­ring Ju­dy Gar­land].
