James was the son of Noble Newnan Beall and Eliza Caroline Brown, and brother of Benjamin Burke Beall. He married twice, to Mary Imogene Walker (1898) and Rose Martin (1942).
He moved to Atlanta, Georgia, in 1924 and was in the insurance business until moving to Rome, Georgia, in 1940.
