Delma was the son of Charles A. Brock & Margaret Clementine Martin, husband of James Lois Stribling Leonard, and brother of Dwight M. Brock and Lena Brock (Mrs. George T. Speer).
He was principal of the Iron City High School (1921–23) and postmaster at Leoma in 1923. At the time of his death, he was president of the First National Bank of Lawrenceburg.
