Percy was the son of Brownlow Cecil, the second Marquess of Exeter, and Isabella Poyntz.
After coming to Christ, he spent most of his life as an evangelist. It is reported that someone once said to him, No wonder you are happy—you have wealth and position.
His answer: You can take all that from me, and you will leave the source of my happiness untouched.
