Oliver was the son of Phillip Aqullia (or Aquilla) Cooper and Rachel Frances Wright, and husband of Cammella W. Cooper.
He performed with a radio quartet in Birmingham, Alabama, for several years, and is said to have written about 1,500 songs.
For many years he was president of the Cullman County, Alabama Singing Convention, and was also on the faculty at Hartford Musical Institute.
He was inducted into the Gospel Music Association Hall of Fame in 1992.
