Clarence was the son of Walter Sickler Felton and Harriet Biddle. He married twice: to Edna Moore (1905, died in childbirth, 1906) and Maude Irene Wiest.
He was pastor of the Bushkill Methodist Church, Wind Gap, Pennsylvania (1911–13), and the Trainer Methodist Episcopal Church, Marcus Hook, Pennsylvania (as of 1927).
He apparently lived many years in or near Chester, Pennsylvania.
Felton was drafted in both World War I and World War II.
