Homer was the son of Da­ni­el Hall, and hus­band of Mar­ga­ret Mc­Coun Lane.

An at­tor­ney, au­thor and poet, he served as ci­ty clerk of Troy, New York. The Rice Build­ing in Troy was orig­in­al­ly named the Hall Build­ing af­ter him.
