Hogan was educated at Trinity College, Dublin (BA 1867, MA 1881). He was ordained a deacon in 1869, and priest in 1870.
He served as curate of Tamlaght Finlagan, Derry (1869–70); Killowen, County Down (1870–73); chaplain of Boyd Church, Bally-Castle (1873); chaplain to the Earle of Erne and incumbent of Holy Trinity, Kinawleyh (1873–82); and vicar of All Saints, Eglantine, Lisburn (1883–1915).
