Hogan was the son of Mo­ses Ho­gan and Jane Her­bert, and husband of Sar­ah Dar­ling.

He graduated from the Mead­ville Theological School, Mead­ville, Penn­syl­van­ia, in 1886. That same year, he was serving as pastor of a Un­i­tar­ian church in Ded­ham, Mas­sa­chu­setts. By 1892, newspaper articles show him in Sac­ra­men­to, Cal­i­for­nia.
