Hogan was the son of Mo­ses Ho­gan and Jane Her­bert, and hus­band of Sar­ah Dar­ling.

He grad­u­at­ed from the Mead­ville The­o­log­ic­al School, Mead­ville, Penn­syl­van­ia, in 1886. That same year, he was serv­ing as pas­tor of a Un­i­tar­ian church in Ded­ham, Mas­sa­chu­setts. By 1892, news­pa­per ar­ti­cles show him in Sac­ra­men­to, Cal­i­for­nia.
