Francis was the son of James Knollis, vicar of Penn.
He was educated at Magdalen College, Oxford (BA 1837, DD 1851), and took Holy Orders in 1838.
He was for some time Fellow of his college, chaplain to Lord Ribblesdale, and incumbent of Fitzhead.
