Jorge was the son of Jorge and Mercedes Maldonado, and husband of Noris Araque.
He was educated at the Seminario Biblico Latinoamericano (bachelor’s degree in theology, 1966) and the Central University of Ecuador (master’s degree in sociology). After emigrating to the United States, he continued his studies at Fuller Theological Seminary Pasadena, California, earning a Master of Theology with an emphasis in missiology, and a Doctor of Ministry degree.
From 1966–77, he was professor of psychology at T. W. Anderson College in Quito, Ecuador. From 1972–77, he also director of the theological education department for the Evangelical Covenant Church of Ecuador.
He subsequently served as international coordinator of Quito-based EIRENE, the Latin American Association for Pastor Care and Counseling of the Family.
Two years later, he became General Secretary of the Latin American Association of Theological Education Institutions, based in Guayaquil and Quito.
From 1988–93, he was Executive Secretary for Family Education with the World Council of Churches in Geneva, Switzerland.
From 1993–2005, Jorge was president of the Centro Hispano de Estudios Teologicos (CHET), Compton, California. He also had pastoral roles at the Primera Iglesia del Pacto Evangelico, Bell Gardens, California, and at First Covenant Church of Los Angeles.
