Martínez de la Rosa was a statesman and dramatist and the first prime minister of Spain to receive the title of President of the Council of Ministers.
Educated at the University of Granada, he became deeply embroiled in early 19th Century politics.
In 1814, he was banished to Peñón de Vélez de la Gomera on the Barbary Coast. In 1820, he was suddenly recalled and appointed prime minister.
