Baptist was the 16th of 18 children of Sir Gerard Noel and Diana Middleton, Baroness Barham; husband of Jane Baillie; brother of Gerard Noel; and uncle of Caroline Noel.
He was educated at Westminster School and Trinity College, Cambridge, then entered the Middle Temple to become a barrister.
Taking Holy Orders in 1824, he was for some time incumbent of St. John’s Episcopal Chapel, Bedford Row, London, and chaplain to Queen Victoria.
In 1848, he left the Church of England and subsequently became a Baptist minister. He was pastor of St. John’s Street Chapel, Bedford Row, until 1868.
He twice served as President of the Baptist Union.
