Biography

William was the son of Will­iam Jo­ce­lyn Pal­mer, rec­tor of Mix­bury, and bro­ther of Roun­dell Pal­mer.

He earned his BA de­gree from Mag­da­len Col­lege, Ox­ford, and ev­en­tu­al­ly be­came Fel­low, Tu­tor, and Vice-Pre­si­dent there. He con­vert­ed to Ro­man Ca­tholi­c­ism in 1855.
