Thomas was the son of Thomas Parnell of Congleton, Cheshire, and Anna Grice.
Educated at Trinity College, Dublin (BA 1697, MA 1700), he was ordained a deacon in 1700, and priest in 1703.
He became archdeacon of Clogher in 1706, and rector of Finglas, near Dublin, in 1716.
