Ramer was the son of James Samuel Ramer and Lydia A. Reeder, and husband of Tarlie Pauline Stegall.
He is remembered as a pastor, hymn writer, singer, and as moderator of the Cumberland Presbyterian General Assembly in 1939.
He served in World War I, and while overseas preached in several churches in Britain. Bethel College (now Bethel University) gave him an honorary Doctor of Divinity degree in 1957.
