Cornelius was the son of John Shaffer and Margaret S. Oats Ampey, and husband of Annie Marie Taylor.
He was a bishop of the African Methodist Episcopal Church. He also served as president of the board of trustees for Wilberforce University in Ohio (1915–16, and possibly other years).
