Frank was the son of William Oscar Stamps and Florence Corine Rosser, and brother of Virgil Stamps. He married twice, to Rhoda Mae Sanders and Mary Naomi (Sallie
) Marks (1931).
He founded the Frank Stamps Quartet in 1924. It became the first southern Gospel group on a with a major label, when it signed a recording contract with RCA Victor in 1927. The quartet also produced the first Gospel hit single, with Give the World a Smile.
