Frank was the son of William Oscar Stamps and Florence Corine Rosser, and brother of Virgil Stamps. He married twice, to Rhoda Mae Sanders and Mary Naomi Marks.
He founded the Frank Stamps Quartet in 1924. It became the first southern Gospel group on a with a major label, when it signed a recording contract with RCA Victor in 1927. The quartet also produced the first Gospel hit single, with Give the World a Smile.
