Uriah was the son of John Swengel and Sarah Frantz. He married twice, to Mary B. Hipple, and Bertha Luella (Lula
) Buck (York, Pennsylvania, 1898).
During the American civil war, he was a private in Company I, 184th Pennsylvania Infantry.
In 1869, he was licensed to preach in the Evangelical Association and later served as a bishop (1910–18).
He was an assistant editor of Sunday School Literature (1884–87); editor in the United Evangelical Church (1894–98); and editor of The Keystone League of Christian Endeavor Journal.
He served as secretary of the Sunday School and Keystone League of Christian Endeavor Managing Board (1891–1902), and as a trustee in the International Christian Endeavor Union.
He is remembered as a pioneer in leadership training, and in the Brotherhood movement.
