Introduction

Born: 1846, Lex­ing­ton, Vir­gin­ia (some sourc­es say Staun­ton, his mo­ther’s home town).

Died: Unknown; liv­ing in Chi­ca­go, Il­li­nois, as of 1913.

Biography

Howard was the son of George Wash­ing­ton Tay­lor and Mary Jane Lynn.

He gra­du­at­ed from Bur­ling­ton Col­lege, Io­wa (1868), and the Cin­cin­na­ti Law School in 1881 (where he took first prize for the best es­say on con­sti­tu­tion­al law).

Taylor moved to Chi­ca­go, Il­li­nois, in 1883 to prac­tice law. He served as City Pro­se­cut­ing At­tor­ney (1897–1907), and was ci­ty Elect­ion Com­miss­ion­er as of 1913.
