Howard was the son of George Washington Taylor and Mary Jane Lynn.
He graduated from Burlington College, Iowa (1868), and the Cincinnati Law School in 1881 (where he took first prize for the best essay on constitutional law).
Taylor moved to Chicago, Illinois, in 1883 to practice law. He served as City Prosecuting Attorney (1897–1907), and was city Election Commissioner as of 1913.
