Tozer’s musical career began as a chorister at Exeter Cathedral.
He studied under Alfred Angel and D. J. Wood, and at Queen’s College, Oxford (MusB 1891, MusD 1895).
He served as organist at St. David’s, Exeter (1875–82); St. Michael’s & All Angels, Heavitree (1882–1930); and Exeter Cathedral.
When not involved with music, he worked at the Devon and Cornwall Bank in Exeter.
