Tozer’s musical career began as a chorister at Exeter Ca­thed­ral He studied under Alfred Angel and D. J. Wood, and at Queen’s College, Oxford (MusB 1891, MusD 1895). He served as organist at St. David’s, Exeter (1875–82); St. Michael’s & All Angels, Heavitree (1882–1930); and Exeter Ca­thed­ral. When not involved with music, he worked at the Devon and Cornwall Bank in Exeter.
