Francis was the son of Bishop Beverley Dandridge Tucker and Anna Maria Washington, and husband of Mary Goldsborough Laird.
Tucker was educated at the University of Virginia (BA 1914) and the Protestant Episcopal Theological Seminary in Virginia (BD 1920, honorary DD 1944).
He was ordained a priest in 1920, and was a rector in Lawrenceville, Virginia; Georgetown, District of Columbia; and Savannah, Georgia.
