James was the son of Phillip H. Vines and Mary B. Barron. He married twice: to Martha A. Reeves of Clayton County, Georgia (February 24, 1883, Carroll County, Georgia), and, after Mollie’s death in 1914, Ollie B. Chandler.
He began studying music when quite young. His principal teachers were C. R. Mullins and Benjamin B. Beall, both of whom had studied at Anthony Showalter’s Southern Normal Musical Institute.
Vines started teaching at age 24 (the 1910 census listed him as a music teacher
). He was living in Carrollton, Georgia, in 1904.
