James was the son of George J. and Rebecca A. Bitler.
Bitler graduated from Ohio Wesleyan University around 1870. He became a well known evangelist, living at locations in Ohio, Indiana, Illinois, Missouri, and Nebraska.
He served various pastorates, including the Wesley Chapel (later the Central Methodist Episcopal Church), Columbus, Ohio. At the time of death, he was pastor of the First Methodist Episcopal Church in Hamden, Ohio.
