Brown was the first son of James Baldwin Brown the elder (1785–1843), a barrister and writer.
In 1839, he was one of the first graduates of the University of London. He was a minister in Derby (1843); at Claylands Chapel, Clapham Road (1846), London; and at Brixton Independent Chapel (later converted to an Anglican church), Brixton Road, London, from 1870 until his death.
