Cooper was a cousin of novelist Jane Austen.
He was educated at The Queen’s College, Oxford (BA), and was a sometime Fellow of All Souls College, Oxford.
He served as rector of Hamstall Ridware (1779–1833), and Yoxall, Staffordshire (1809–33).
