Fox was the father of Henry Elliott Fox.
He attended Rugby School and Wadham College, Oxford (BA 1839) and was ordained in 1840.
He sailed for South India in 1841, and there founded the Telegu Mission of the Anglican Christian Missionary Society (CMS) at Masulipatam (now Machilipatnam, Andhra Pradesh), India. He became Assistant Secretary of the CMS in 1848.
