Henry was the son of Henry Watson Fox.
He was educated at Harrow School and Trinity College, Cambridge (BA 1864, 3rd class Classical Tripos; MA 1869).
Ordained in 1869, he was curate of St. Ebbe’s, Oxford (1869–73); vicar of Christ Church, Westminster (1873–82); and vicar of St. Nicholas, Durham (1882–95).
In 1890 he became Commissioner for Uganda, and for Mombasa, Kenya, in 1900. Starting in 1895, he served as Secretary of the Church Missionary Society. He became a prebendary of St. Paul’s, London, in 1901.
