Horton, a minister, was the son of Henry Victor Horton and Sophia Matilda Dougherty. He married twice, to Anna Louisa Kingsbury (1873) and Harriett L. Ransom (1922).
In 1908, Horton, Lyman Stewart (president of the Union Oil Company of California), and minister Augustus B. Prichard founded the Bible Institute of Los Angeles (BIOLA, now Biola University).
