Will was the son of John William Houghton and Carrie Maude Grant of Nova Scotia. He married twice: to Adelaide Franks (1914) and, after her death, to Elizabeth Andrews (1918).
He attended the Pentecostal Collegiate Institute (now Eastern Nazarene College) in North Scituate, Rhode Island. He received an honorary Doctor of Divinity from Wheaton College in 1931. Bob Jones University awarded him a Doctor of Law degree in 1942.
Houghton served pastorates in Canton, Pennsylvania (1915); New Bethlehem, Pennsylvania (1918); Norristown, Pennsylvania (1920); Atlanta, Georgia (1925–28); and Manhattan, New York (1930–34).
He was president of Moody Bible Institute, Chicago, Illinois (1934–47).
