Jenkins entered Aberystwyth College in 1874 and studied under Joseph Parry, chair of music at the University. He went on to study at Cambridge, graduating in 1879.
He was much in evidence in the musical life of Wales, and judged at the national Eisteddfod and provincial Eisteddfodau.
He edited Y Cerddor (The Musician) from 1888 until his death.
