Millard was educated at Magdalen College School, then at Magdalen College, Oxford (BA in honors 1845, MA 1848, DD 1859).
After taking Holy Orders, he served as curate of Bradfield, Berkshire, England, 1846; Head Master of Magdalen College School, 1846; Fellow of his College, 1853; and vicar of Basingstoke, Hampshire (1864 to at least 1881).
He contributed a few hymns to the Devout Chorister, by T. F. Smith, and also published:
