Frederick was the son of Leonard Ogilby and Elizabeth Darley, and husband of Elizabeth Mary Ross.
He arrived in New York in 1816 on the ship Dibby & Eliza with his mother and his brothers John and Robert.
He was educated at Rutgers College and the General Theological Seminary in New York City.
He served as deacon at Grace Church, Broadway and Rector Street, New York City; deacon in Burlington, New Jersey, under Bishop George W. Doane; rector at the Church of the Ascension, Philadelphia, Pennsylvania, until 1855; then assistant rector at Trinity Episcopal church on Wall Street, New York City, with which he was associated some 23 years.
While in Philadelphia, he edited the religious periodical Banner of the Cross.
