Elihu was the son of Erastus Rice and Lucretia M. Howe Rice. He and his widowed mother moved from New York to Logansport, Indiana, in 1838. In 1854, he married Jeanette Mabon.

Though some sources show his given name as Elisha, his tombstone says Elihu.

Rice was interested in music an early age, and in 1848, was chosen to lead the local glee club. As of 1866, he was secretary and chorister of the Baptist Sunday School at Logansport.
