George was the son of Thomas Smith Rowe and Mary Walton, and husband of Jane Vanner (married June 1, 1859).
Educated at Didsbury College, he entered the Wesleyan ministry in 1853. He held appointments in Ipswich, Hull, Southport, Edinburgh, London, and elsewhere. He served as Governor of Headingley College, Leeds, 1888–1904.
He wrote most of his hymns for Sunday school anniversaries.
