Educated at Dids­bu­ry Col­lege, Rowe en­tered the Wes­ley­an min­is­try in 1853, and served as Gov­er­nor of Head­ing­ley Col­lege, Leeds (1888–1904).

He wrote most of his hymns for Sun­day school an­ni­ver­sa­ries.
