Evan was the son of David Stephens and Jane Evans.
He emigrated to Salt Lake City in 1866. He directed the vocal music program at the University of Utah (1885–1900), and the Mormon Tabernacle Choir (1890–1916).
He is remembered for his contributions to the cultural growth of the state of Utah, his leadership of the Mormon Tabernacle Choir, and for composing numerous hymns and songs.
