Harold was the son of Smith Stephens and Eliza J. Hurst, and father of Harold Lee Stephens II. He married twice, to May Agnew Stephens (1902) and Verna Taylor.
Some time after 1902, he was pastor of the Parkdale Alliance Tabernacle in Toronto.
