Waugh was educated for the Congregational ministry at Airedale College, Bradford.
He held pastorates at Newbury, Berkshire, Greenwich, and New Southgate, and for several years, edited The Sunday Magazine, where his hymns appeared from time to time.
In addition to writing hymns, Waugh is remembered as a social reformer, and a founder of the National Society for the Prevention of Cruelty to Children in the late 19th Century.
