Allen was the son of Al­len Pills­bu­ry Wins­low and Lo­an­tha Ade­line Hock­ey, bro­ther of Bur­ton Win­slow, and hus­band of Maude Gul­liv­er (mar­ried 14 June 14, 1897, Au­burn, Maine).
